Pre-heat oven to 160C/325F and line a baking tray with non-stick baking paper
Mix all the dry ingredients in a large bowl including the lemon and orange zest. Boil the kettle for the boiling water
Add the egg whites and vinegar to the dry ingredients and mix with electric beaters for approximately 30 seconds to combine
Add the boiling water to the mixture and beat for a further 30 seconds until the consistency is similar to play-doh
Shape the dough into 6 buns and place on a baking tray. Place the buns together in the centre of the tray in two rows of three. The mixture will be sticky so it may help to wet your hands slightly when shaping them
Bake on a lower rack in the oven for 55-65 mins. After 30 mins separate the buns from each other to ensure they cook through. When they are cooked they should sound hollow when you tap the bottom of the buns
Allow to cool on a wire rack for 10-15 minutes. This is important otherwise they may appear sticky inside
Serve warm or toasted with butter and sugar-free jam
